Требования федеральных норм и правил в области использования атомной энергии, регламентирующие процедуру разработки, структуру и содержание Инструкции, могут быть выполнены с использованием иных способов, чем те, которые содержатся в настоящем Руководстве по безопасности, при обоснованности выбранных способов (методов) для обеспечения безопасности.
РБ-151-19 разработано коллективом авторов в составе: А. В. Курындин, А. М. Киркин, И. А. Ляшко, С. В. Маковский (ФБУ «НТЦ ЯРБ»).
При разработке учтены замечания и предложения АО «ТВЭЛ», ФГУП «ПО «Маяк», АО «СХК», ФГУП «ГХК» и других организаций. Приказ Федеральной службы по экологическому, технологическому и атомному надзору от 21 января 2019 г. № 23.
The Safety Guide contains recommendations of the Federal Environmental, Industrial and Nuclear Supervision Service on the procedure of development, structure and content of Design-Basis-Accident Elimination Instruction for nuclear fuel storages (hereinafter to be referred to as Instruction) located at nuclear fuel cycle facilities.
The Safety Guide is intended for specialist of the operating organizations performing the development of the Instructions.
The requirements of the Federal Rules and Regulations in the field of atomic energy use, regulating the procedure of development, the structure and content of the Instruction, can be met using other methods, than those presented in the Safety Guide, on condition of safety justification of the chosen methods (techniques).
