Приказ Федеральной службы по экологическому, технологическому и атомному надзору от 9 сентября 2019 г. № 351 «Об утверждении федеральных норм и правил в области использования атомной энергии «Положение о порядке объявления аварийной обстановки, оперативной передачи информации в случаях радиационно опасных ситуаций на исследовательских ядерных установках» зарегистрирован Минюстом России 29 ноября 2019 г., регистрационный № 56651, вступил в силу с 10 декабря 2019 г.
Разработаны в ФБУ «НТЦ ЯРБ» при участии Курындина А. В., Шаповалова А. С., Верника А. Л. (ФБУ «НТЦ ЯРБ»), Сапожникова А. И., Гутнева С. И., Полякова Д. Н. (Ростехнадзор). При разработке использованы замечания и предложения НИЦ «Курчатовский институт», ПАО «МСЗ», АО «ГНЦ НИИАР», НИЯУ МИФИ, АО «ОКБМ АФРИКАНТОВ» и др.
NP-106-19 was developed in compliance with Article 6 of the Federal Law dated of November 21, 1995, No. 170-FZ "On the Use of Atomic Energy", which shall be observed to develop the Federal Rules and Regulations in the field of atomic energy use – regulatory legal acts stipulating the requirements to safe use of atomic energy, including the safety requirements to nuclear facilities, safety requirements to activities in the field of atomic energy use, comprising safety goals, principles and criteria, compliance with which is mandatory when carrying out activities in the field of atomic energy use. The Federal Rules and Regulations in the field of atomic energy use shall be developed and approved according to the procedure established in the "Provisions for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use" approved by Decree of the Government of the Russian Federation dated of December 1, 1997, No. 1511, and observing the "Procedure for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use by the Federal Environmental, Industrial and Nuclear Supervision Service" approved by Order of Rostechnadzor No. 267 of July 7, 2015.

NP-106-19 established as follows:
- criteria and procedure for announcement about "Emergency preparedness" and "Emergency situation" states in case of radiation hazardous situations at nuclear research installations (NRI);
- announcement and prompt notification procedure in case of radiation hazardous situations at nuclear research installations;
- requirements to technical and organizational measures (including conduct of emergency exercises and drills), to be taken by the operating organization as emergency response to radiation hazardous situations at NRI.
Issued for the first time.
The following IAEA documents were used for the development:
- "Preparedness and Response for a Nuclear or Radiological Emergency" No. GSR Part 7;
- "Safety of Research Installations" No. SSR-3;
- "Arrangements for Preparedness for a Nuclear or Radiological Emergency" No. GS-G-2.1.
Order of the Federal Environmental, Industrial and Nuclear Supervision Service dated of September 9, 2019, No. 351 "About Approval of the Federal Rules and Regulations in the Field of Atomic Energy Use "Provision on the Emergency Announcement and Prompt Notification Procedure in Case of Radiation Hazardous Situations at Nuclear Research Installations" registered by the Ministry of Justice of Russia on November 29, 2019 under the registry No. 56651, enacted on December 10, 2019.
Developed in SEC NRS with the participation of Kuryndin A.V., Shapovalov A.S., Vernik A.L. (SEC NRS), Sapozhnikov A.I., Gutnev S.I., Polyakov D.N. (Rostechnadzor). The comments and proposals of the following organizations were considered for the development: RRC "Kurchatov Institute", MSZ PJSC, JSC "SSC RIAR", NRNU MEPHI, JSC OKBM AFRIKANTOV and etc.
