Правила устанавливают основные принципы, требования и критерии государственного учета и контроля ядерных материалов в любых химических соединениях, физических формах и агрегатных состояниях, обязательные для выполнения всеми юридическими лицами, независимо от их организационно-правовой формы и формы собственности на ядерные материалы, осуществляющими деятельность по производству, использованию, переработке, хранению, транспортированию, экспорту, импорту и перемещению через Государственную границу Российской Федерации ядерных материалов.
Требования настоящих Правил не распространяются на ЯМ, используемые при разработке, изготовлении, испытании, эксплуатации и утилизации ядерного оружия и ядерных установок военного назначения.
В связи с вступлением в силу настоящих Правил, НП-030-12 «Основные правила учета и контроля ядерных материалов», утвержденные приказом Федеральной службы по экологическому, технологическому и атомному надзору от 17 апреля 2012 г. № 255 (зарегистрирован Министерством юстиции Российской Федерации 17 августа 2012 г., регистрационный № 25210), признаны утратившими силу.

С изменениями, внесёнными приказами Федеральной службы по экологическому, технологическому и атомному надзору от 4 июля 2020 г. № 215 (зарегистрирован Министерством юстиции Российской Федерации 9 июля 2020 г., регистрационный № 58881) и от 24 января 2025 г. № 23 (зарегистрирован Министерством юстиции Российской Федерации 30 апреля 2025 г., регистрационный № 82020).Basic Rules on Accounting and Control of Nuclear Materials/ (NP-030-19)
On May 11, 2025, the amendments to the Federal Rules and Regulations in the field of atomic energy use "Basic Rules on Accounting and Control of Nuclear Materials" (NP-030-19) approved by Order of the Federal Environmental, Industrial and Nuclear Supervision Service dated of November 18, 2019 No. 438 (registered by the Ministry of Justice of the Russian Federation on April 10, 2020 under the registry No. 58042) came into effect with the amendments introduced by Order of the Federal Environmental, Industrial and Nuclear Supervision Service dated of June 4, 2020 No. 215 (registered by the Ministry of Justice of the Russian Federation on July 9, 2020 under the registry No. 58881).
The amendments were introduced to improve the legal and regulatory framework of Rostechnadzor in terms of adjusting the requirements for the design, mounting and operation of localizing safety systems necessary to ensure the safe operation of a nuclear power installation, and are aimed to consider the specific features of a nuclear power installation with a lead-cooled fast neutron reactor.
The amendments were approved by Order of the Federal Environmental, Industrial and Nuclear Supervision Service dated of January 24, 2025 No. 23 (registered by the Ministry of Justice of the Russian Federation on April 30, 2025 under the registry No. 82020).

NP-030-19 establishes the fundamental principles, requirements and criteria for the state accounting and control of nuclear materials in any chemical compounds, physical forms, and aggregate states, is mandatory to be followed by all legal entities, regardless of their organizational and legal form and form of nuclear materials ownership, involved in the nuclear materials production, use, processing, storage, transportation, export, import, and movement across the State border of the Russian Federation.
