НП-027-24* разработаны в соответствии со статьей 6 Федерального закона от 21 ноября 1995 г. № 170-ФЗ «Об использовании атомной энергии», согласно которой федеральные нормы и правила в области использования атомной энергии – нормативные правовые акты, устанавливающие требования к безопасному использованию атомной энергии, включая требования безопасности объектов использования атомной энергии, требования безопасности деятельности в области использования атомной энергии, в том числе цели, принципы и критерии безопасности, соблюдение которых обязательно при осуществлении деятельности в области использования атомной энергии.
Федеральные нормы и правила в области использования атомной энергии разрабатываются и утверждаются в порядке, установленном Положением о разработке и утверждении федеральных норм и правил в области использования атомной энергии, утвержденным постановлением Правительства Российской Федерации от 1 декабря 1997 г. № 1511 и Порядком разработки и утверждения федеральных норм и правил в области использования атомной энергии в Федеральной службе по экологическому, технологическому и атомному надзору, утвержденным приказом Ростехнадзора от 7 июля 2015 г. № 267.
Перечень действующих федеральных норм и правил в области использования атомной энергии размещен на официальном сайте Ростехнадзора в сети «Интернет» по адресу: https://www.gosnadzor.ru/nuclear/.
НП-027-24 устанавливают требования к порядку расследования нарушений в работе исследовательских ядерных установок.
Требования НП-027-24 обязательны для исполнения эксплуатирующими организациями.
Выпускаются взамен федеральных норм и правил в области использования атомной энергии «Положение о порядке расследования и учета нарушений в работе исследовательских ядерных установок» (НП-027-10), утвержденных приказом Минприроды России от 31 мая 2010 г. № 185 (далее – приказ Минприроды России № 185).
Приказ Федеральной службы по экологическому, технологическому и атомному надзору от 25 ноября 2024 г. № 353 «Об утверждении федеральных норм и правил в области использования атомной энергии «Положение о порядке расследования нарушений в работе исследовательских ядерных установок» (НП-027-24)» (далее – приказ Ростехнадзора № 353) зарегистрирован Минюстом России 24 марта 2025 г., регистрационный № 81635, вступил в силу с 5 апреля 2025 г.
Приказ Минприроды России № 185 признан утратившим силу приказом Минприроды России от 20 ноября 2024 г. № 672 (зарегистрирован Минюстом России 24 марта 2025 г., регистрационный № 81634), вступил в силу со дня вступления в силу приказа Ростехнадзора № 353 – 5 апреля 2025 г.

Regulation on the Procedure of Investigation of Operational Occurrences at Nuclear Research Installations. (NP-027-24)
NP-027-24[1] was developed in pursuance of Article 6 of the Federal Law dated November 21, 1995 No. 170-FZ "On the Use of Atomic Energy", which shall be observed to develop the Federal Rules and Regulations in the field of atomic energy use – regulatory legal acts stipulating the requirements to safe use of atomic energy, including the safety requirements to nuclear facilities, safety requirements to activities in the field of atomic energy use, comprising safety goals, principles and criteria, compliance with which is mandatory when carrying out activities in the field of atomic energy use.
Federal Rules and Regulations in the field of atomic energy use shall be developed and approved according to the procedure established in the "Provisions for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use" approved by the Decree of the Government of the Russian Federation No. 1511 of December 1, 1997 and observing the "Procedure for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use by the Federal Environmental, Industrial and Nuclear Supervision Service" approved by Order of Rostechnadzor No. 267 of July 7, 2015.

NP-027-24 establishes the requirements to the procedure of investigation of operational occurrences at nuclear research installations.
The requirements of NP-027-24 are mandatory for execution by operating organizations.
Issued to substitute the Federal Rules and Regulations in the field of atomic energy use "Provision on the Procedure of Investigation and Accounting of Operational Occurrences at Nuclear Research Installations" (NP-027-10) approved by Order of the Ministry of Natural Resources and Ecology of the Russian Federation No. 185, dated of May 31, 2010 (hereinafter to be referred to as Order of Minprirody of Russia No. 185).
Order of the Federal Environmental, Industrial and Nuclear Supervision Service dated of November 25, 2024 No. 353 "On approval of the Federal Rules and Regulations in the field of atomic energy use "Regulation on the Procedure of Investigation of Operational Occurrences at Nuclear Research Installations" (NP-027-24)" (hereinafter to be referred to as Order of Rostechnadzor No. 353) registered by the Ministry of Justice of the Russian Federation on March 24, 2025 under the registry No. 81635, entered into force on April 5, 2025.
Order of Minprirody of Russia No. 185 shall be recognized as repealed by Order of Minprirody of Russia dated of November 20, 2024 No. 672 (registered by the Ministry of Justice of the Russian Federation on March 24, 2025 under the registry No. 81634), entered into force from the date of entering into force of Order of Rostechnadzor No. 353 – April 5, 2025.
