НП-042-23 применяются при проектировании, сооружении, эксплуатации и выводе из эксплуатации исследовательских ядерных установок и обязательны для исполнения эксплуатирующими организациями, а также организациями, выполняющими работы и (или) предоставляющими услуги для эксплуатирующих организаций в части работ, связанных с управлением ресурсом элементов систем, важных для безопасности исследовательских ядерных установок.

Действие Основных положений распространяется на управление ресурсом элементов систем, важных для безопасности исследовательских ядерных установок, отнесенных в проектно-конструкторской документации к элементам 1, 2 и 3 классов безопасности. Для элементов систем, важных для безопасности исследовательских ядерных установок 3 класса безопасности управление ресурсом допускается осуществлять на основании результатов управления ресурсом референтных элементов систем, важных для безопасности исследовательских ядерных установок 3 класса безопасности.

Порядок приведения исследовательских ядерных установок в соответствие с Основными положениями, в том числе сроки и объем необходимых мероприятий, определяется в каждом конкретном случае в условиях действия лицензии на эксплуатацию или вывод из эксплуатации исследовательских ядерных установок.

Requirements to Lifetime Management of System Elements Important to Safety of Nuclear Research Installations. General Provisions (NP-042-23)

(NP-042-23) was developed in compliance with Article 6 of the Federal Law of November 21, 1995 No. 170-FZ "On the Use of atomic Energy”, which shall be observed to develop the Federal Rules and Regulations in the field of atomic energy use – regulatory legal acts stipulating the requirements to safe use of atomic energy, including the safety requirements to nuclear facilities, safety requirements to activities in the field of atomic energy use, comprising safety goals, principles and criteria, compliance with which is mandatory when carrying out activities in the field of atomic energy use.
The Federal Rules and Regulations in the field of atomic energy use shall be developed and approved according to the procedure established in the "Provisions for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use" approved by the Decree of the Government of the Russian Federation No. 1511 of December 1, 1997 and observing the "Procedure for Development and Approval of Federal Rules and Regulations in the Field of Atomic Energy Use by the Federal Environmental, Industrial and Nuclear Supervision Service" approved by the Order of Rostechnadzor No. 267 of July 7, 2015.

NP-042-23 establishes the requirements to lifetime management of system elements important to safety of nuclear research installations, including experimental devices, during their design, engineering, production, storage, transportation, installation, adjustment, reconstruction, modernization, repair, commissioning and operation (including lifetime extension).
The requirements of NP-042-23 are mandatory for operating organizations, as well as organizations performing works and (or) providing services for operating organizations in terms of work related to lifetime management of system elements important to safety of nuclear research installations.
